Why do jobs check your references if they dont plan on hiring you?

I have had the same result from 3 jobs I’ve applied to: completed assignments, multiple rounds of interviews, made it to the final stage where the employer talks to my references.

Then, when I don’t get the job and ask for feedback, they give me reasons that have been skillset/experience based. Wouldn’t this be apparent from interviews and assignments? Why do employers even check your references if it seems they don’t plan on hiring you?
