What happened to Salary Range Requirements?

A few years ago, California along with New York and some other states implemented laws requiring job postings in these locations to list salary requirements in the job postings. It seemed to work pretty well for a little while. Lately, however, it seems like only about 50% of the postings in California list anything about compensation.

Have the penalties for not conforming to these rules been unenforced? Has something in the law changed? Anything else I am missing? It's so annoying considering whether to apply for a position when you have zero idea what ballpark they are even in from a compensation standpoint. I'm sure that this hurts both companies and candidates, as more unqualified people apply not knowing what real experience level the company is seeking, and less qualified people apply, doubting whether it's worth the time of the application process without ensuring that it meets their salary requirements.
