Is the "never take a counteroffer" advice old and outdated?

Recently I have been thinking how this has been word of law for so long.

But I have heard a lot of stories from friends and family (obviously anecdotal) about how it's starting to change. I know multiple people in the bay area big tech sector who received counteroffers from companies and ended up staying there for 2-4 years afterwards. The company didn't stiff them of raises, there was no drama, things just moved on.

Although it might depend on the company, is this advice getting a bit oudated now?
