How reasonable is it to negotiate pay? And how do you do it?

I had an interview and haven’t heard anything back but that isn’t the issue. On the application page I saw the pay say “from $15”. The issue is is that I have experience in this field and check practically every box they asked for in terms of skill and experience and practical knowledge. So how reasonable would it be to negotiate up and to what point? Like how do you know when to stop? Because in all of my jobs I’ve always accepted the lowest offer and it’s obviously not a great strategy for finding a job.

I’ve been researching the average market value and google says for my position it would be 15-16 entry, then 16-19 with experience. I’m not entry level so I want to ask for 16.5. But how do I even ask? Because if I ask for 16.5 they will talk me down to 16. But if I say \~17 what if they think it’s too high and I scare them off?

Guys I have no experience in this and no idea what to do. This isn’t even about this job just in general. I’ve asked people irl for advice and they just give me girlboss tips like “don’t accept less than you’re worth 🥰” but how do I breach the negotiation without being hostile? I’ve been practicing in my head and I’m absolutely terrible. Is there a trick to this I’m not privy to, or is this entire situation just terrible all around? Please help
